1987, Congressman Les Aspin asked Arch Barrett whether there was an uncompleted task in the area of Defense Department restructuring that could be assigned to Representative Ike Skelton. Aspin was the chairman of the Committee on Armed Services of the U. S. House of Representatives. Skelton was a mid-level Democrat on the Committee who was intensely interested in improving the quality and performance of our Armed Forces. Barrett was a member of Mr. Aspin's Committee staff. At the time, the Pentagon was making little progress in implementing the education provisions of the 1986 Goldwater-Nichols Act. The Act required a reassessment and revamping of professional military education to assure that it supported the new emphasis on joint military planning and operations. I suggested to Chairman Aspin that Rep. Skelton could provide a signal ...
Arch Barrett's Graduation address was presented to the House of Representatives in two parts. The Hon. John M. Spratt, JR. presented Barretts speech given by Arch Barrett at the Naval Postgraduate School Joint Professional Military Education Course in June, 2003. His speech influenced the passing of the Goldwater-Nichols Act Whenever the Pentagon raised an objection, Arch Barrett was sent over and he'd argue with the naysayers until they ran out of objections and had to relent. It was a virtuoso performance by someone who had mastered the subject matter.
This collection of papers is dedicated to the career and achievements of Dr. Jeremy B.C. Jackson, and is written by a sample of his students, post-docs, and colleagues over his career. Jackson is an influential leader in cross-disciplinary research integrating ecology and paleontology. His contributions are broad in scope, and range in topic from the ecological and evolutionary consequences of the formation of the Central American Isthmus to the long-term impacts of human activities on the oceans. Two areas of particular interest have been the evolutionary ecology of coral reef organisms and the tempo and mode of speciation in the sea. Papers in the collection examine: colonial marine animals (Buss and Rice, Lidgard et al.), marrying genes and fossils (Budd et al., Marko and Hart, Palumbi et al., Jagadeeshan and O’Dea), the geogr...
The translation of Satellite Tobacco Necrosis Virus (STNV) RNA has been shown to initiate efficiently in the absence of a cap structure and in the absence of an AUG initiation codon. These unusual characteristics of STNV RNA were shown to reside in the 5$\sp\prime$-untranslated region by replacing these upstream sequences with either a random sequence or the 5$\sp\prime$-untranslated region of brome mosaic virus RNA 4. Such a replacement caused a loss of translation when the mutant RNA was made without a cap. STNV RNA may have a unique 18S ribosomal RNA hybridization site that allows internal initiation of translation to occur. This site was tested by inserting a translation initiation codon upstream of the internal initiation site. Interestingly, the initiation of translation of these mutant RNAs occurs at the upstream site. To explai...
