1987, Congressman Les Aspin asked Arch Barrett whether there was an uncompleted task in the area of Defense Department restructuring that could be assigned to Representative Ike Skelton. Aspin was the chairman of the Committee on Armed Services of the U. S. House of Representatives. Skelton was a mid-level Democrat on the Committee who was intensely interested in improving the quality and performance of our Armed Forces. Barrett was a member of Mr. Aspin's Committee staff. At the time, the Pentagon was making little progress in implementing the education provisions of the 1986 Goldwater-Nichols Act. The Act required a reassessment and revamping of professional military education to assure that it supported the new emphasis on joint military planning and operations. Arch Barrett's Graduation address was presented to the House of Representatives in two parts. The Hon. John M. Spratt, JR. presented Barretts speech given by Arch Barrett at the Naval Postgraduate School Joint Professional Military Education Course in June, 2003. His speech influenced the passing of the Goldwater-Nichols Act Whenever the Pentagon raised an objection, Arch Barrett was sent over and he'd argue with the naysayers until they ran out of objections and had to relent. It was a virtuoso performance by someone who had mastered the subject matter.

Jackson is an influential leader in cross-disciplinary research integrating ecology and paleontology. The translation of Satellite Tobacco Necrosis Virus (STNV) RNA has been shown to initiate efficiently in the absence of a cap structure and in the absence of an AUG initiation codon. These unusual characteristics of STNV RNA were shown to reside in the 5$\sp\prime$-untranslated region by replacing these upstream sequences with either a random sequence or the 5$\sp\prime$-untranslated region of brome mosaic virus RNA 4. Such a replacement caused a loss of translation when the mutant RNA was made without a cap. STNV RNA may have a unique 18S ribosomal RNA hybridization site that allows internal initiation of translation to occur. This site was tested by inserting a translation initiation codon upstream of the internal initiation site.
